Abstract
The undated ordinance states that 100 gallons of liquor are shipped into the prohibition territory of Bogalusa twice a day by train, and that Bogalusa has become "the receiving point" for other areas in Louisiana and Mississippi. It declares the shipments a nuisance and orders the police to monitor all shipments and to ensure that liquor is only delivered to the person who ordered it. The names of all liquor recipients are to be published, to cut down on "blind tigers" (places where alcohol is sold illegally).

Bogalusa Mayor W.H. Sullivan writes City Health Officer Dr. J.H. Slaughter to request an investigation into "horrible" conditions in the city jail which "actually astonished" him. He writes Mr. Percy Lindsley asking him to white-wash the cell, repair the toilets and "have it put in a sanitary condition."

Abstract
Undated ordinance prohibiting the rental of "servant houses" and other properties to Black tenants, except in cases where the tenants are "bona fide servants." The ordinance states: "It appears that the use of servant houses and all other buildings, in the rear of the premises where large numbers of white people live, and white children are being reared, for rental purposes to negroes has become a nuisance, and, constitutes a menace to the safety, good health and morals of the citizens of the City of Bogalusa." An earlier draft of the ordinance that proposes even harsher regulations is included in the document.

The report lists the number of children with defective vision, enlarged tonsils and adenoids, defective teeth, skin diseases and hookworms. It is accompanied by a letter from Janella Lansing of the Bogalusa Public Health Nursing Service to the Mayor and City Council of Bogalusa.

Letter from City Attorney Bascom Talley to City Physician J.H. Slaughter regarding his inquiry about cattle freely roaming the streets of Bogalusa. While he concedes that "it is entirely within the jurisdiction of the City Board of Health to prohibit the cattle running at large only when it is necessary for the maintenance of the health and sanitary conditions of the City," he suggests that "it would take quite a scientific discussion of the matter to convince a county judge that it would be unhealthy for the cows to run at large in a community like ours."
