Abstract: The third volume of the Register of Free Colored Persons Entitled to Remain in the State was produced by the New Orleans Mayor's Office between 1859 and 1861. Free people of color who were not born in the City of New Orleans, or who were born in the Parish of Orleans and were emancipated after birth, were required to register with the Mayor's Office as free people of color.

The register as a whole is comprised of four volumes created between the years 1840-1864. The roster lists the individual's name, sex, color, age, occupation, place of birth (parish or county, state, country), date of arrival (this section is blank in the majority of entries), additional remarks, and the date that the information was recorded. Information found in the remarks column identifies either the name of the emancipator or the name of the person who verified a free person of color's free status by witnessing or notarizing the act of emancipation. Volume 3 is in English.

The roster is arranged in chronological groups for the years 1859-1861. The names are recorded alphabetically by the first letter of the last name, or as in some cases, the first letter of the only given name. A list of names appearing in the register is available online at www.lecomite.org/indexes/FPOCIndex.txt. Note that this list is an index to a transcription of the register, published by Le Comité des Archives de la Louisiane. The page numbers given in the index refer to the published transcription and not to the manuscript register.

Jean Baptiste Ducoing appeared before William Freret, Mayor of New Orleans, and swore that he had known Ace Pierre, and his mother, the woman, Adelaïde (described as a negress), who had always been regarded as a free woman of color. Jean André Grasse swore that he had seen Ducoing, as a child, play with Ace Pierre and that the latter and his mother were considered by all to have been born free. In French.

Abstract: Petition submitted by mayor Beltran Gravier (i.e., the elder), to [the Governor of the Province of Louisiana?]. Gravier submitted a petition in connection with a suit that he had instituted against Maria San Juan, who is described as a free negro. In an effort to collect money owed to him he had attached a property belonging to her. Gravier named Próspero Prieur as the appraiser to represent his interests in the proceedings. He indicated that the other appraisers should pay particular attention to the deteriorated state of the house and grounds, which had stood abandoned for months. He disagreed with the statements of attorney Felipe Guinault who, according to Gravier, had placed entirely too high a value on the house and the auxiliary buildings. The house was poorly constructed of ships' planks and the shed and kitchen were built with rotten wood. In Spanish.

Cobb, a surgeon in the 2nd Regiment of Tennessee Militia, certifies that Rose is entitled to be paid 10 dollars for the month, and the claim is attested to by David C. Ker, a hospital surgeon for the U.S. Army. Endorsed by Major General Andrew Jackson.
